African Agricultural Universities Face Sustainability Test as TAGDev 2.0 Seeks to Transform Youth Skills and Food Systems

Africa’s efforts to transform its agricultural sector could increasingly depend on whether universities and technical institutions can move beyond traditional classroom-based training and equip young people with the practical, entrepreneurial and technological skills needed for a changing food system.

This is the central challenge emerging from an assessment of the Transforming African Agricultural Universities to Meaningfully Contribute to Africa’s Growth and Development (TAGDev 2.0) programme, which is seeking to strengthen higher agricultural education, youth employment, innovation and climate-resilient agriculture across the continent.

TAGDev 2.0 is a collaboration involving the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM), the Mastercard Foundation, the Global Confederation of Higher Education Associations for Agricultural and Life Sciences (GCHERA) and participating African universities. The programme runs from 2023 to 2033 and is designed to help universities and TVET institutions better serve communities by preparing young people to drive inclusive and climate-resilient transformation of agriculture and agri-food systems.

The programme has three broad ambitions: expand work and livelihood opportunities for young women and men, improve climate-adaptive agricultural production and productivity, and strengthen the quality of higher agricultural education in training, research and innovation.

From classrooms to agricultural enterprises

The assessment argues that Africa’s agricultural universities need to rethink how they prepare graduates for the realities of the continent’s food systems.

For decades, agricultural education has often placed greater emphasis on theoretical knowledge than practical experience, entrepreneurship, innovation and direct engagement with farmers and industry. TAGDev 2.0 seeks to address this gap by promoting experiential learning, community engagement, entrepreneurship and stronger links between universities, businesses and agricultural communities.

The shift is significant at a time when Africa faces a combination of youth unemployment, food insecurity, climate change, weak agricultural value chains and rapid technological change.

According to RUFORUM, TAGDev 2.0 is designed to address barriers including traditional educational models that inadequately equip young people with relevant skills, limited capacity for entrepreneurship and commercialisation of innovations, and weak collaboration among education-sector actors.

The programme currently has an ambitious continental reach, with targets including training thousands of TVET students and out-of-school young people while reaching hundreds of thousands of smallholder farmers.

Youth at the centre of Africa’s agricultural future

Youth employment is one of the programme’s most important potential impacts.

Rather than viewing agriculture simply as subsistence farming, TAGDev 2.0 promotes opportunities across the wider agricultural economy—from production and processing to logistics, marketing, digital agriculture, agricultural finance and technology.

The approach could help change perceptions of farming among young Africans, particularly if graduates are able to turn training into viable businesses and employment opportunities.

But training alone will not be enough.

Young agripreneurs continue to face barriers including limited access to finance and land, inadequate infrastructure, weak market connections and restricted access to modern technologies. Sustainable outcomes will therefore require universities to work closely with governments, financial institutions, private companies and agricultural value-chain actors.

Climate resilience becomes an educational priority

Climate change adds another layer of urgency.

Droughts, floods, changing rainfall patterns, pests, diseases and land degradation are already challenging agricultural production across Africa. TAGDev 2.0 therefore places climate-adaptive agriculture at the centre of its transformation agenda.

Universities can play a crucial role by preparing graduates to use technologies and practices that improve productivity while strengthening farmers’ resilience to climate shocks.

Digital agriculture, improved irrigation, weather information services, precision farming, mechanisation and digital marketplaces are among the areas that could increasingly become part of the new agricultural education landscape.

The programme’s emphasis on climate resilience also reflects a wider shift in thinking: agricultural universities are not only expected to produce graduates but also to generate practical solutions for farmers, businesses and communities.

The sustainability question

Despite its potential, the long-term impact of TAGDev 2.0 will depend on what happens after external project support ends.

The assessment identifies institutional ownership as a critical factor. Universities will need to embed experiential learning, entrepreneurship, innovation and community engagement within their permanent curricula, policies and budgets rather than treating them as temporary project activities.

Diversifying funding will also be essential. Governments, private-sector companies, research institutions, financial organisations, alumni and development partners could all contribute to sustaining successful interventions.

Stronger university-industry partnerships could provide students and graduates with internships, mentorship, investment, technology, markets and employment pathways.

Monitoring and evaluation will be equally important. Measuring success should extend beyond the number of students trained to include graduate employment, enterprise survival, farmer productivity, adoption of climate-smart practices, gender inclusion and community-level economic impacts.

A potential model for Africa

The broader significance of TAGDev 2.0 lies in its attempt to connect higher education with the realities of Africa’s agricultural transformation.

If successfully institutionalised, the programme could offer a model for universities seeking to bridge the gap between research, education, innovation and real-world agricultural development.

However, sustainability will require more than maintaining project activities. It will require governments, universities, farmers, businesses, communities and young people to take ownership of the transformation.

The ultimate measure of TAGDev 2.0, therefore, may not be the number of students trained or enterprises established. Its lasting success will be judged by whether graduates create jobs, improve agricultural productivity, develop technologies, strengthen food systems and contribute to more inclusive and climate-resilient communities.

For Africa’s agricultural universities, the message is increasingly clear: the future of agricultural education cannot remain confined to the classroom. It must connect knowledge with innovation, enterprise, communities and the urgent realities of a changing climate.
